The Rollover Mechanism

Every lottery game starts with a guaranteed minimum jackpot, often called the “starting jackpot.” When no one matches all the winning numbers in a draw, the prize pool rolls over to the next draw. A portion of ticket sales from subsequent draws is added to the existing pot, causing the jackpot to grow larger with each successive draw that has no winner. This rollover mechanic is what allows jackpots to reach hundreds of millions or even billions of dollars.

Lump Sum vs. Annuity

Most major lotteries, especially in the United States, give winners a choice between two payout options. The annuity option pays the full advertised jackpot amount in graduated annual installments over 20 to 30 years. The lump sum (cash) option pays a single, reduced amount—typically 50% to 60% of the advertised jackpot—immediately.

The advertised jackpot is always the annuity value. Investment returns over the annuity period are factored into the total. Because of taxes and the time value of money, many winners choose the lump sum despite it being a smaller nominal amount.

Jackpot Caps

Some lotteries impose jackpot caps. For example, EuroMillions has a cap of €250 million. When the cap is reached, any additional rollover prize money cascades down to the next prize tier. This means more lower-tier winners receive larger prizes even if the top jackpot cannot grow further.
